Job Description

The Department of Sanitation (DSNY) keeps New York City clean, safe, and healthy by collecting, recycling, and disposing of waste, cleaning streets, attacking the scourge of illegal dumping, and clearing snow and ice. The Department operates 59 district garages and manages a fleet of more than 2,000 rear-loading collection trucks, 450 mechanical brooms, 705 salt spreaders, and several dozen bike lane operations machines. Under the Adams Administration, the Department is aggressively cleaning more parts of the city than ever before, including over 1,000 long-ignored areas spread across every neighborhood. With the highest wintertime uniformed headcount in 20 years, DSNY is more equipped than ever to remove snow and ice from the approximately 19,000 lane-miles of City streets.

The Director of Fleet Sustainability and Training is responsible for the oversight and control of work quality, employee performance, and production levels within their area of control. This role involves managing fleet sustainability programs, coordinating the rollout and maintenance of electric vehicle (EV) infrastructure, and ensuring compliance with safety and regulatory standards. Key responsibilities include but are not limited to:

  1. Oversee the New York State Motor Vehicles Safety Inspection Program (NYVIP3).
  2. Manage the citywide rollout of Level-2 and DC Fast Charging (DCFC) EV chargers.
  3. Oversee the installation and maintenance of Solar Car Ports citywide.
  4. Maintain all DSNY EV charging stations across the city.
  5. Serve as a liaison to the Department of Citywide Administrative Services (DCAS) for related Fleet Sustainability Programs.
  6. Develop a roadmap and strategy to transition DSNY's fleet to all-electric vehicles by 2038.
  7. Oversee the implementation of Renewable Diesel Fuel citywide, ensuring quality assurance.
  8. Manage the citywide deployment of the EJ Ward Automated Fuel Management System.
  9. Oversee the Bureau of Motor Equipment (BME) Advanced Automotive Technician Training Program.
  10. Coordinate operator training for all newly delivered Department vehicles and equipment.
  11. Oversee the deployment and maintenance of all BME diagnostic laptops and automotive diagnostic software citywide.
  12. Represent DSNY at various industry-related technical seminars, workshops, and Alternative Fuels Forums.
  13. Draft service contract specifications and Requests for Proposals (RFPs).
  14. Manage budgeting and scheduling within the jurisdiction.
  15. Secure funding for various Fleet Sustainability Programs (CMAQ, DERA, Federal EPA, NYSERDA).
  16. Coordinate the showcasing of Department vehicles at various local Clean Air events.
  17. Oversee Geotab installation in newly delivered Department vehicles.
  18. Prepare annual Local Law Reports, including LL#77 of 2003, LL#38 of 2005, and LL#39 of 2005.
  19. Ensure the correct and complete performance of all assigned duties and tasks of subordinates within the area of responsibility.
  20. Provide supervisors with guidelines, priorities, and information required to meet the Bureau's objectives.
  21. Comply with inventory management guidelines.
  22. Coordinate complex operational programs within various Bureaus and Divisions of DSNY.
  23. Respond to various 311 correspondences.

Minimum Qualifications

  • Bachelor’s degree in business administration, Logistics, Transportation, or a related field (Master’s degree preferred).
  • ASE Certified
  • Minimum of 5-7 years of experience in fleet management or a related field.
  • Proven experience in a leadership or supervisory role.
  • Strong knowledge of fleet management principles, practices, and regulations.
  • Excellent analytical and problem-solving skills.
  • Proficiency in fleet management software and MS Office Suite.
  • Strong communication and interpersonal skills.
  • Ability to manage multiple priorities and work under pressure.
  • Valid driver's license and clean driving record.
  • Office environment with occasional site visits.
  • May require working outside regular business hours, including evenings and weekends.
  • Physical ability to inspect vehicles and equipment as needed.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
