Summary/Objective
Perform accounting and finance activities related to program grants; prepare internal and external financial/budgetary reports of considerable complexity requiring independent judgment, initiative, extensive knowledge of Agency, not for profit accounting, and the governing policies/regulations of the various federal, state and local funding agencies; interact with multiple internal departments and act as key liaison with funding agencies, auditors. This position routinely handles highly sensitive and/or confidential information and will represent CEDA in a variety of capacities. Must demonstrate good, independent judgment, an ability to be approachable and professional, solid problem-solving skills, an ability to handle multiple tasks, an ability to be self-motivated and well organized, and maintain strict confidentiality.
Essential Functions
• Monitor grant awards including spending activity against grant budgets, drawing down of funds from granting agencies and reconciliation of grant expenditures with general ledger.
• Prepare requests for funds from grantor agencies.
• Reconcile and monitor grant receivables and pursue unpaid billings
• Monitor grant expenses to ensure expenditures remain within budgets and minimize unallowable charges
• Reconcile request for funds to the General Ledger as well as grant budgets
• Monthly monitoring of in-kind contributions as applicable
• Prepare monthly financial reports (budget vs actual) for grants.
• Analyze and explain grant budget variances
• Prepare monthly grant reports, e.g. DCEO, HHS, etc.
• Close-out grants on a timely basis
• Maintain web-based and other links to all applicable granting agencies
• Provide financial support for the preparation of grant submissions
• Assist in the preparation of annual agency and grant budgets, including periodic budget modifications
• Prepare reports to keep management informed on the status of grants and contracts.
• Assist in the preparation and coordination of schedules for the A-133 audit
• Coordinate with and serve as backup for the other Grant Accountant position.
• Perform audits of sub-recipients as applicable
• Other related duties as assigned
Knowledge, Skills, and Abilities
• Excellent verbal/written communication skills and effective interpersonal and organizational skills proven in a team environment.
• Ability to effectively coordinate and collaborate with internal client department and various external agencies, community groups, and funding sources.
• Ability to build partnerships alliances and coalitions with effective persuasion and negotiation skills
• Knowledge of accounting and finance rules for non-profit organizations
• Knowledge of US government grant-making rules and regulations, including CFR 200, a plus.
• Ability to present complex information easily and accurately.
• Extensive knowledge of all state and federal regulations for non-profits.
• Ability to satisfy divergent interests in support of broader strategic goals of the Agency.
• Strong organizational, administrative and time management skills.
• Ability to work under pressure in a deadline-oriented environment.
• Proficient in Microsoft Office Suite including, Word, Excel, Outlook, PowerPoint, Teams, etc. Experience with Blackbaud Financial Edge, a plus.
Required Education and Experience
• Bachelor's degree in accounting or finance
• Minimum 8 years' increasingly responsible financial management experience with 3 years at a senior level and 5 or more years' experience in not-for-profit accounting.
