About the role

The role of the Chief Estimator will provide the principal leadership for the estimating and purchasing teams. The individual in this role will oversee the estimating and procurement processes for all projects bid and awarded, establish the company’s standardized procedures & best practice methods, and train team members to use the same. The Chief Estimator will significantly influence supplier pricing and incentive programs, “Get Work” procedures, processes and estimating techniques, and oversee departmental standards for deliverables such as bid packages, deliverable formats, and budget tracking tools. The Chief Estimator will lead the Estimating, Procurement, and Purchasing Teams and oversee department standards for deliverables such as bid packages, deliverable formats, and budget tracking tools. Finally, the Chief Estimator will oversee the analysis of past performance on projects and establish estimating standards for all future estimates based on such analysis assist in the oversight of the historical cost database, and determine the best tools for improving your team’s performance.

Main Objectives:

The Chief Estimator’s main objectives are to help ensure that all customer expectations are met throughout the entire lifecycle of a project, from pre-bid to post-construction. They will manage and coordinate the people, software, and other resources used to perform the estimating and purchasing functions. They must also help ensure that each project estimate is completed on time and within the targeted profitability expectations and that all parties have a clear understanding of our scope of service and project timeline. This will be accomplished through consistent communication of schedules and a rapid response to any/all exceptions.

This position will be at the tip of the spear for the company for our “Get Work” strategies and tactics. Residential, Commercial, and Multifamily construction industry pricing knowledge and established builder + supplier & manufacturer representative relationships will be a must and help us solidify effective (profitable) pricing, purchasing, and sales strategies. You will help manage the process all the way from invitation to bid, loading the project, submitting a bid, procuring project-related materials, and calibrating the “estimated” amounts of materials vs “actual” amounts of materials needed. You will also work closely with our Field Operations (“Do Work”) Team to ensure that all customer expectations are met throughout the entire project’s lifecycle (from pre-bid to post-construction).

What you'll do

  • Set a clear mission of success for each project for bidding and purchasing and then deploy strategies focused on that mission.
  • Act as a catalyst for change and improvement in performance and quality.
  • Oversee the bid process, including reviewing and approving estimates, ensuring compliance with project specifications, and preparing bid proposals.
  • Constantly look for ways to improve the customer’s experience and help Dominion facilitate growth (Project Now to Project Next) by providing excellent project delivery.
  • Analyze alternate means and methods if/when necessary to determine the most economical and/or responsive alternative (Value Engineering).
  • Manage and mentor a team of estimators, providing guidance, training, and performance reviews. Mentoring them and reviewing and confirming their proposal packages for quality and accuracy before submission to the customer.
  • Lead team responsible for communicating customer project schedules to suppliers and subcontractors and coordinating the material drops based on progress in the field (communicating all changes or delays for schedule adjustments).
  • Work closely with the entire “Get Work” Team to establish a continuous feedback loop related to plan-by-plan performance to ensure the scope of work, material usage, a timeline of installation, and installation techniques are documented and updated correctly.
  • Assess customer requirements and ensure that these are met consistently.
  • Review project plans & specifications & coordinate with the team to confirm the complete scope.
  • Identify risks and address them in their order of magnitude.
  • Review general conditions, critical path + master schedules, scopes of work, site logistics, and other exhibits as prepared by customers.
  • Assign any/all responsibilities from estimating to the preconstruction team on each project.
  • Prepare budgetary estimates based on information on hand and historical averages.
  • Perform and/or manage the quantity takeoff & pricing efforts for all projects.
  • Lead team that monitors Requests for Information (ROI) to/from customers + suppliers.
  • Lead the preparation of detailed cost estimates for construction projects, including labor, materials, equipment, and overheads.
  • Manage instructions to suppliers & vendors, and other bid solicitations required to submit bids.

  • Work closely with project managers, engineers, architects, and subcontractors to gather relevant information and resolve any discrepancies or issues.
  • Communicate with clients to understand their needs, provide accurate cost projections, and address any questions or concerns.
  • Stay updated with industry trends, material costs, and labor rates to ensure estimates are current and competitive.

Qualifications

Minimum of 7 years experience in construction estimating, with at least 5 years in a managerial or supervisory role.

  • Bachelor’s degree or equivalent experience in Construction Management, Civil Engineering, Architecture, or a related field. A Master’s degree or additional certifications (e.g., Certified Professional Estimator) is a plus.

Extensive experience in preparing and reviewing detailed cost estimates for various types of construction projects.

Demonstrated experience in leading and developing a team of multi-faceted estimators.

Proven track record of overseeing/managing estimates for large and complex projects across different sectors (e.g., commercial, residential, industrial).

  • Experience in client-facing roles, including presenting estimates and negotiating contract terms.
