Anticipated Starting Salary Range: $127,340 - $168,725

Full Salary Range: $127,340 - $210,111

Office Hours: Monday – Friday 8:00 a.m. – 5:00 p.m.

Reporting to the State Superintendent of Education, serves as the Chief Operating Officer; responsible for directing agency operations at ISBE, which include the departments of Human Resources, Facility Management, and Project Management; oversees activities including, but not limited to, agency hiring practices, professional development, equity, project management, and building management.

Duties and Responsibilities:

  • Supervises and directs the day-to-day management of the Operations Center of the Agency.
  • Provides the necessary direction for agency operations, including Human Resources, Facility Management, and Project Management.
  • Provides necessary guidance to direct reports as needed and defines expectations for each department and management.
  • Ensures operational services are properly managed, identifying needs for change and implementing corrective actions as necessary to maximize efficiency and effectiveness of agency operations while aligning with the vision, mission and goals of the Agency.
  • Serves as primary resource for agency staff on all personnel and organizational development issues including, but not limited to, leading management staff on the successful accomplishment of meeting the vision, mission, and goals of the Board.
  • As a member of the leadership team, will work directly with management to assess agency strengths and challenges and plan and implement positive system changes that impact the way the Agency functions.
  • Responds to inquiries from agency staff regarding personnel and labor relations issues.
  • Counsels and directs as appropriate.
  • Supports and promotes agency standards of personal conduct and discipline in accordance with established rules, policies and procedures.
  • Maintain agency employee handbook.
  • Recommends needed revisions to rules, policies and procedures to enhance the productivity of the Agency.
  • Supervises and supports the equity work and mandate dashboard compliance.
  • Completes special assignments, reports and activities at the request of the Superintendent.
  • Coordinates and responds to internal and external audit requests upon receipt.
  • Performs other duties as assigned.

Required Qualifications:

  • Bachelor's degree in a Business related field, Public Administration, Labor Relations or Human Resource Management with five years of professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • A minimum of five years of progressively responsible administrative experience.
  • Experience working with legislation and/or rules or policies.
  • Working knowledge of modern management practices and resource allocation.
  • Ability to communicate effectively verbally and in writing.
  • Demonstrated ability to lead individuals and facilitate problem solving.
  • Knowledge of Microsoft applications such as Word, Excel and PowerPoint.

Preferred Qualifications:

  • Master's degree in one of the listed fields.
