SUMMARY:
The Lead Job Developer will be primarily responsible for job creation, securing internships, client job placement, and employer and client relations. The ideal candidate will be responsible for conducting employer outreach and serving as a liaison between employers and participants, with an emphasis on securing job placement for justice-impacted individuals. The Job Developer will develop relationships with employers and obtain labor market information to identify industries and occupations. The individual must be knowledgeable of employer needs, hiring practices, testing requirements, and employee retention plans; inform them of incentives and the process for participating in on-the-job training, customized training, internships, apprenticeships, and other programs as applicable. The individual will be responsible for managing delegated WIOA budgets, monthly expenditures, grant-related outcomes, and departmental reports. This position is grant-funded, and its renewal is contingent upon the availability of funds. Responsibilities will include the development and implementation of strategic planning, workforce development training, and supervision of employees within the workforce development department, and working collaboratively with other senior leadership and organizational stakeholders. Must demonstrate Christ-like behavior and attitude in all duties and responsibilities. Maintain a personal testimony in attitude and action consistent with the Word of God, with all guests, students, and colleagues.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Recruit and oversee all employment partnerships in collaboration with executive leadership.
  • Develop strong, ongoing relationships with area employers that hire re-entry and justice-involved populations.
  • Maintain current knowledge of workforce industry-related trends.
  • Maintain working knowledge and up to date on all workforce, career development, employment, and employer needs.
  • Work with employers to secure memorandums of operation agreements for employer partnerships and client job placement.
  • Provide contact with employers to stay informed of participants' progress on work sites.
  • Assess the employability of program participants.
  • Make appropriate referrals of program participants to employers and other service providers.
  • Maintain contact with employers and businesses that hired participants and for new employment.
  • Maintain contact and follow up with participants placed in employment.
  • Work closely with Vocational Case Managers to successfully identify and place participants in gainful employment.
  • Coordinate and implement employment activities within the jails, prisons, probation, courts, and other justice-related agencies throughout Los Angeles County on behalf of the Los Angeles Mission’s Workforce Development Center.
  • Promote program objectives through public presentations and other public relations activities, including social media, making presentations to community organizations, faith-based organizations, or business networking groups to promote LAM- WIOA programs.
  • Establish and maintain relationships with potential partners and seek collaborative opportunities that support the organization's mission.
  • Work with the Executive Leadership & Program staff to develop and maintain all relationship with agency partners and community stakeholders; examples include attending all job-related community meetings.
  • Collaborate with staff and inter-departmental leaders to coordinate job fairs, trainings, and other employment-related activities including requested contributions for social media, website content, printed collateral, e-newsletter, and public announcements including press releases and meeting notices as applicable to WIOA and other complementary programs; examples include success stories and pictures, flyers or announcements for upcoming job fairs or content for e-newsletters.
  • Serves as adviser and interfaces with representatives of industrial, governmental, and educational employers to assist in the most effective use of career services efforts. Also supports the marketing of other Mission and departmental efforts as deemed appropriate.
  • Deliver insights by applying your expertise in career readiness, workforce development, and the presentation of data to inform and influence key decisions about the growth and performance of workforce development related to grant deliverables.
  • Demonstrate judgment and discretion when dealing with sensitive data and stakeholder relationships.
  • Deliver operational projects, ensuring implementation of all strategic objectives in scope and time.
  • Effectively analyze client data and trends, develop client relationships, and identify opportunities to improve both program and community client experience.
  • Support the development of the job skills and competence of the various program and community client groups within and outside the Los Angeles Mission.
  • Develop and present information to executives and all employees within the organization.

Administrative

  • Provide the Executive Leadership Team with reports related to employer relations, recruitment, and new partnerships.
  • Compile periodic statistical reports on program/service and grant-related inputs and outcomes, including evaluation with proficient results at the end of each quarter and writing up progress reports.
  • Execute all administrative tasks and data tracking requirements at a high-performance standard, in a timely, accurate, and efficient manner.

Marketing

  • Network and build professional relationships with employers and with other professional institutions.
  • Assist in the development and maintenance of all departmental brochures, PR, or media material related to the position.
  • Elevate the Mission’s workforce brand, career readiness, job placement, and overall workforce development in collaboration with executive leadership, involving online content, social media platforms, and print publications in alignment with the annual budget.
  • Oversee departmental policies and procedures, prepare regular reports, and collect and analyze research data relevant to the career planning and placement of program students, alumni, community, and grant projects.
  • Assist with the recruitment of career development partnerships and academic organizations of higher learning.
  • Assist with Mission-related events that prepare students, clients, staff, and the community for career development and supply employment placement and matching opportunities.
  • Assist with job fairs and on-campus recruiting events.
  • Perform other related duties as required.
