Job Summary
Sr. Contract Compliance Specialist
The Sr. Contract Compliance Specialist (Sr. Specialist) is a highly specialized role responsible for managing a targeted portfolio of complex, high-value goods and services contracts. The Sr. Specialist will collaborate with Contract Management, Sales, Merchandising, Finance, Distribution, and Galls’ Legal Department to develop, negotiate, and administer contracts. This position serves as the principal liaison with federal, state, and private procurement management specialists and contracting officers. The Sr. Specialist is responsible for ensuring compliance with contract terms, maintaining records, and analyzing bid and proposal tenders with a thorough understanding of FAR/DFARS regulations.

WHAT YOU’LL DO
  • Contract Formulation and Administration : Develop, negotiate, establish, and manage complex, integrated, high-value contractual arrangements and procurement proposals for a range of products and services.
  • Bid/RFP/RFI Review and Response : Conduct thorough reviews of bids, Requests for Proposals (RFPs), and Requests for Information (RFIs), ensuring comprehensive and compliant response drafting tailored to meet client requirements and maximize win potential.
  • Documentation and Communication : Prepare and manage correspondence, negotiation memoranda, supporting documents, and contract documentation to ensure timely and coordinated submissions. Communicate contract policies and practices to internal business teams.
  • Regulatory Compliance : Provide expert support to business units on FAR flow-down clauses, data rights, intellectual property rights, Buy American Act, Trade Agreement Act, and other regulations. Ensure contract review, approval, and execution align with corporate policies and standard operating procedures.
  • Information Management : Organize and prioritize large volumes of information. Act as the custodian of contractual and program records for assigned contracts, handling confidential and non-routine information.
  • Audit and Reporting : Participate in the development of internal controls and policies ensuring compliance with contract and regulatory reporting requirements. Lead contract audit and review activities.
  • Contract Reporting : Complete and maintain all contract reporting requirements to ensure on-time reporting and payment of all rebates, administrative and access fees, including Industrial Funding Fees.
  • Subcontracting and Relationships : Manage the Small Business Subcontracting Plan, Government Contracting Policy, and relationships with small business authorized dealers.
  • Catalog and Pricing Management : Maintain and update all catalogs, schedules, pricelists, offerings, etc., as required by contracts and internal operating procedures.
  • Sales and Inventory Coordination : Work with Sales and Inventory Management/Procurement teams to ensure results are achieved across the contract portfolio.
  • Platform Management : Manage SAM, EOffer, CAGE, GSA Advantage, TXMAS, COStars, NyHIRE, TX Smart Buy,and other required platforms and cooperative purchasing vehicles.
  • Legal Collaboration : Engage the corporate legal department in reviewing and approving contract terms and conditions as needed.
  • Continuous Learning : Show flexibility and willingness to learn and take on additional responsibilities.
WHAT YOU BRING
  • Bachelor’s degree in business administration, Law, or a related field; advanced degree preferred.
  • Minimum of 5-10 years of experience in contract management.
  • In-depth knowledge of FAR/DFARS, federal acquisition regulations, and public procurement processes.
  • Excellent project management, organizational, and communication skills.
  • Proficient in Microsoft Word, Excel, Outlook, and internet navigation/research.
  • Ability to work effectively in a fast-paced, deadline-oriented environment.
