Title: Environmental Specialist
Duties: Support Ecology's mission within the Water Quality Program by independently performing professional level environmental duties under the general direction of the Permit Management Unit Supervisor. Ensure industrial facilities gain coverage and remain in compliance with environmental permit requirements. Conduct inspections; provide technical assistance; research, plan, study, compile and analyze data, write and review technical reports; and develop cases for environmental enforcement. Perform tasks associated with identifying and reducing toxic pollution in eastern Washington urban waters, including the Spokane River. Plan, conduct source assessments, provide water and soil monitoring. Inspect facilities to reduce toxic pollution; identify control actions, best management practices, and cleanup actions; and provide technical advice to external stakeholders. Coordinate with the Hazardous Waste and Toxics Reduction Program's Local Source Control Specialist, Watershed Implementation Leads, Environmental Assessment Staff, the Spokane River Regional Toxics Task Force (SRRTTF), and other stakeholders to support and coordinate work addressing sources of toxins to Washington's urban waters. Position may include additional duties that utilize the required skills.
Will accept paid or unpaid internship, research or co-op experience gained during academic studies. Telecommuting permitted for 60% of the time. Must reside within normal commuting distances of Department of Ecology’s office in Spokane, Washington.
Requirements: Requires a Master’s or foreign equivalent degree in Environmental Management, Environment and Society, Environmental planning, or related field, and two years of experience in environmental planning, analysis, research or control. In the alternative, employer will accept a Bachelor’s or foreign equivalent degree in Environmental Management, Environment and Society, Environmental planning, or related field, and five years of progressive, post-baccalaureate experience in environmental planning, analysis, research or control. Experience must include:
• Planning, developing, and conducting data collection and analyzing the results, investigating environmental problems and performing inspections and field investigations;
• Assisting facilities and stakeholders with communicating regulatory requirements, including explaining options for facilities to obtain and maintain compliance, translating critical datasets for research team, committee, and stakeholders, and educating the public, including students, on technical/scientific information;
• Performing environmental and Geospatial data analysis using computing tools Microsoft Excel, R, and ESRI ArcGIS Desktop;
• Calculating complex data metrics with potential impacts to the environment and analyzing large environmental datasets from various federal, state, and local governments; and
• Quantifying and mapping monitoring data to support environmental conservation, sustainability, policies, and community resiliency efforts, as well as preparing visual maps and graphs to support environmental conservation efforts.

Wage Range: $86,712.00 - $88,800.00/Year
